TECO - THE LARGEST PLANT FOR PROCESSING TYRES In the Southern Federal District
Pilot project in asset-backed tokens of a real sector with the support of the Chamber of Commerce and Industry of the Russian Federation, administration of the RO and "Opora Rossii".
MISSION
The ecosystem of our planet is a single organism and in order to preserve it for future generations, each person must contribute to the preservation of the environment. For our part, we want to combine business and ecology, transforming environmental protection from a historically subsidized segment into a highly profitable and investment-attractive pursuit, using the most modern information technologies that allow effectively combining a real production sector with crypto-economics.
THE PROBLEM
From January 1, 2019 the disposal of car tyres by burial will become illegal. Article 12 of the Federal Law "On Production and Consumption Waste". Tax on NVOS.

Shortage of recycling companies.
The total volume of used and discarded tyres in Russia and the post-Soviet countries (CIS) amounted to about two million tons. According to experts, the Moscow region alone produces 80 to 90 thousand tons of worn tyres annually. In the Rostov region, this figure reaches about 34 thousand tons a year. In Russia as a whole, only approximately 7-10% of the total volume of this type of waste is processed. A small number of enterprises that provide recycling services and the lack of a centralised system for waste collection and sorting in our region lead to the fact that most of the tyres end up at landfills, unauthorized dumps, groves, etc. Only a small part of automobile tyres is deposited to specially equipped sites.

At the same time, even organised storage of a large amount of this type of municipal solid waste (MSW) is a permanent source of not only environmental pollution but of highly probable uncontrolled fires. During the burning of one ton of tyres, 270 kg of soot and 450 kg of toxic gases are emitted into the atmosphere, and chemical compounds that are formed and released into the atmosphere become a source of increased danger to humans and animals.

Compositional analysis of substances formed in the combustion process shows that such organic yet carcinogenic compounds as pyrene (hazard class 1), phenanthrene (hazard class 2), anthracene (carcinogen) and fluorantine are always produced as part of the reaction. More than that, depending on conditions of the reaction, a number of other organic compounds of the same classes may also be formed – naphthalene (carcinogen), 2-methylnaphthalene, biphenyl, acenaphthylene (carcinogen), fluoren (carcinogen), acenaphten (carcinogen), benzoanthracene, chrysene (carcinogen), benzapiren (highly dangerous carcinogen), dibenzolanthracene (especially dangerous carcinogen).

In addition, contact of tyres with rainfall and groundwater is accompanied by creation of a leachate with a number of toxic organic compounds: -1-(3-methylphenyl) - ethanone, azulene, benzothiazole, 2-methylbenzothiazole, N-(2,2-dimethylpropyl)-N-methylbenzamine, hydroxytoluene, diethyl phthalate (has cumulative properties), 2-(methylthio)-benzothiazole, diphenylamine (hazard class 3), dibutyl phthalate, phenanthrene (hazard class 2). Under natural conditions, i.e. exposed to various destructive effects of the environment, car tyres decompose for at least 100 years.

From 2019 onwards, disposal of used tyres in the Russian Federation will be prohibited so this type of waste will be subject to mandatory processing. The current capacity of existing processing plants allows us to recycle no more than 10% of such waste, which opens up tremendous opportunities for the effective launch of our enterprise.

More over, individuals and organisations in the Russian Federation become liable for non-compliance with the requirements set for disposal and recycling of used tyres. Code of Administrative Offenses of the Russian Federation, and specifically Article 8.2 of Chapter 8 of the "CAO RF", regulates such liabilities. It follows that according to the current legislation, the dumping of this type of waste at landfills is prohibited, and therefore the only legitimate way to get rid of old car tyres, both for individuals and organisations, is to turn to specialized organizations for recycling.
MARKET
The volume of used tyres in Russia and the CIS is 2 million tons. Moscow region - 90,000 tons per year. Rostov region - 34,000 tons per year.

SOLUTION
The only legitimate way to get rid of old tyres is for them to be recycled.

We recycle used tyres which allows you to avoid paying NVOS (environmental tax).

This is the first project in asset-backed tokens of a real sector with state support planned. It is a part of the strategy of environmental development in the Russian Federation.
We offer the process of recycling used tyres, using environmentally friendly technology of mechanical crushing, which allows to preserve the useful properties of rubber and get high-quality, competitive products.

It should be noted that this waste is a valuable raw material: 1 ton of tyres contains about 600 kg of rubber, about 200 kg of high-quality steel cord, which can be reused for production of fuel, rubber products, construction materials and for many other purposes. With the right approach in mind, about 90% of tyres can be processed so to preserve chemical properties of rubber, which then constitutes a secondary source of raw materials for further use. This is of tremendous economic importance and potential, given the emerging problem of irreplaceable resources.

The process of recycling of used tyres as an alternative to burial, incineration, etc., is of great importance in preserving the fragile balance of the planet's environment, securing land release previously occupied for the storage of this type of solid waste for further use, and production of secondary raw materials as well as its reuse and ultimately, reducing the consumption of non-renewable natural resources.
We accept used tyres and other rubber products for recycling.

The plant's current capacity allows us to simultaneously store about 40,000 tons of tyres.

As a result of processing we get rubber granules.

The recycling volume of up to 130 tons per day.
We deliver the rubber granules and recycled products using our own logistics company.

Our business project for production of rubber granules mainly targets such consumers as: 1) Manufacturers of synthetic rubber surfaces for sports facilities; 2) Manufacturers of rubber tiles used for laying sidewalks, entrance steps of public buildings, playgrounds, garden plots, households, etc .; 3) Manufacturers of asphalt-rubber using crumb rubber (ROSAVTODOR and regional manufacturers); 4) tyre manufacturers; 5) Companies engaged in the oil services industry; 6) enterprises engaged in the production of roofing materials; 7) Enterprises for the production of rubber products, mainly aimed at the manufacture of car parts and regenerates; 8) Manufacturers of fiber-reinforced concrete; 9) Sports equipment manufacturers; 10) Manufacturers of rubber gaskets used under railway sleepers on railroad tracks, incl. tram and railroad crossings, etc. 11) Municipal institutions, Federal services, city and rural administrations, housing and public utilities departments, which regularly hold open tenders for the purchase of large amounts of crumb rubber, because of a program targeting import substitution in the Russian Federation as well as social and sports development (construction of new sports facilities, landscaping, etc.). All of the above creates a large shortage for our product in the market.

It should be noted that the scope of application of crumb rubber and, as a result, the number of potential consumers is constantly growing, which eliminates the risks of stagnation of the enterprise.

Main product (crumb rubber)

Crumb rubber is the main type of products from processing of automobile tyres. Due to the fact that automobile tyres are subject to prolonged tremendous loads during their life-time, production of new tyres uses high-quality components (natural, synthetic rubbers, emollient oils, fillers, etc.) together with latest technologies. tyre rubber is practically the strongest and most durable of all types of rubber used; it has many important qualities (elasticity; resistance to acids and alkalis; bending strength, stretching, abrasion, etc.). During mechanical processing of tyres into crumb, the physicochemical composition of rubber practically does not change, and the use of efficient equipment for crushing and grinding allows to obtain high-quality finely ground crumb rubber of various milling with a particle size from 0.1 to 5 mm, depending on the requirements of the consumer. The equipment that we want to use in production of crumb rubber allows us to obtain the final product, completely free of impurities (their share is less than 1%) and complying with the technical requirements. Products obtained during such processing are: a) rubber powder TU 2519-001-510 09273-2001; b) crumb rubber TU 2511-001-81862491-2008; c) crumb rubber tyre (CR) TU 2519-001-59740985-05


Scope of application for crumb rubber

To understand how interesting and versatile the product is to consumers, let us describe uses of crumb rubber in Russia. At present, depending on granularity, crumb rubber is used as a raw material for the following purposes:

1) granules from 0.1 to 0.45 mm in size are used as a component (5 ... 10%) in rubber compounds for the manufacture of new automobile and industrial tyres as well as other rubber products. The use of crumb rubber with a high specific surface area value (25003500 sq.cm / g), obtained by mechanical grinding, increases the resistance of tyres to bending and impact forces, increasing their service life. For the manufacture of the regenerate, crumb rubber of up to 2 mm is used. Regenerate is widely used in rubber compounding and in the production of new tyres as a substitute for natural rubber, but at the same time the regenerate from tyre crumb is 4 times cheaper than its natural equivalent;

2) granules with a particle size of up to 0.6 mm is used as a component (up to 50 ... 70%) in the manufacture of rubber footwear and other rubber products. Physical properties of such products (strength, resistance to deformation) practically do not differ from properties of rubber products made from natural rubber;

3) granules with particle sizes of up to 1.0 mm can be used for the manufacture of composite roofing materials (asphalt roll roofing and rubber roof tiles), rail pads, rubber-bitumen mastics, vulcanized and non-vulcanized roll waterproofing materials. Also, rubber powder is used in the manufacture of asphalt rubber shingles (roofing felt) for roofing. Thiokol (polysulfide) mastic, a mixture of a base material and rubber granules (less than 1 mm in size), forms a resistant coat, used both as a building and decorative material. It is possible to use thermoplastic rubber (synthetic thermoplastic obtained using rubber powder as a filler), as a sealant for joints between building frames, waterproofing material for slate roofing tiles, and also for repairing metal roofs, for bituminous waterproofing sealants such as pipe dope, for anti-filtration screens, as sealant of manure settling tanks on livestock and poultry farms. The material has a high resistance to acids and alkalis, including concentrated ones;

4) rubber granules with particle sizes from 0.5 to 1.0 mm, are used as an additive to modify petroleum bitumen in asphalt concrete mixtures (based on the "Application guidelines for asphalt concrete mixtures with polymers from industrial waste" (Appendix No. 3) and " Technical recommendations on the construction of road structures using asphalt concrete No. TR 103-07 (Appendix No. 4)) used in the construction of motorways. Such components improve the deformation and frictional properties of road surface and make it possible to increase its durability, as well as their impact resistance and resistance to temperatures flactuations. At the same time, the lifetime of the roadway is increased by 1.5-2 times. Also, a mixture of coarse rubber granules, metal and textile cords up to 50% by weight with mineral additives can be incorporated into the substrate, which in turn significantly improves the physical and mechanical properties of the entyre surface;

5) rubber granules with particle size of less than 3 mm are used in the production process of structural fiber-reinforced concrete. Metal and textile cord in a certain proportion are mixed with crumb rubber and added to a dry cement-sand mixture in the ratio of one to two. Fiber-reinforced concrete for construction is used for deep foundations in places of intense flow of people, as well as by virtue of its properties, in regions with harsh climatic conditions, including territories with permafrost;

6) crumb rubber is also involved in the creation of coatings and polymeric binders for different types of sports surfaces for basketball, volleyball, badminton, etc. Also, football fields with artificial turf are covered with crumb rubber with a particle size of 1.0 to 2.5 mm;

7) the use of crumb rubber in the construction of playgrounds for children is gradually gaining popularity (according to GOST R EN 1177: 1998, "Impact attenuating playground surfacing. Safety requirements and test methods"), as well as various equipment for playgrounds;

8) Crumb rubber is also used in anti-slip surfaces and other outdoor surface areas. Adding processed crumb rubber makes surfaces more durable and practical;

9) Production of rubber tiles is considered to be yet another area of application for crumb rubber. Such tiles have high durability, hardness, impact attenuating, shock-absorbing and orthopedic properties. The proportion of crumb rubber in the production of rubber tiles and pavers is more than 80%;

10) the use of crumb rubber as a filling for various types of sports equipment, for example, punching bags;

11) rubber powder produced on the basis of crumb rubber is used in oil and gas services industry. Composite material, based on micronised rubber powder with a high specific surface value (2500-3500 sq.cm / g) and organic additives, is used as a sorbent for collecting crude oil and liquid petroleum products from the surface of water and soil, for sealing oil wells (tamponage), etc. The mass ratio of absorbed oil or oil products by this sorbent is 6.5-7 to 1, although the raw materials for the production of its main component of micronised rubber powder, worn tyres and technological rubber waste, have a mass ratio of more than 1.3. As a result of sorption of oil or liquid petroleum products, sorbents are collected on the surface of water into large agglomerates weighing up to several kilograms, which remain afloat regardless of the physical states of water for several months and are relatively easy to collect, leaving no traces, even in the form of thin oil films. Sorbents are non-toxic and environmentally friendly;

12) is very effective is the use of rubber powder in the manufacture of anti-corrosion pastes, which are applied to the undercarriage of cars and other metal products to protect them against corrosion. There are other possible applications of crumb rubber not only as a base material but as a component of composites, and as a material which is a basic material in the production of rubber powders, etc.


By-products

An integral part of the production of crumb rubber are secondary products such as textile and metal cords.

1. Metal cord

In the manufacture of automotive tyres, and specifically the bead wire of the bead filler, carbon steel wire according to GOST 14959 and GOST 1050 steel is used, which is then coated with brass. The final product is called brass plated steel wire and corresponds to GOST 26366-84 "Brass-plated steel wire for bead rings of tyres". This product is a metal cord, which, depending on the type of car tyre and its manufacturer, constitutes 15-20% of the total weight of raw materials. The technology of drawing out the steel belt during first stages of processing, in principle, makes it possible to extract most of the wire in an unchanged form, even without breaking it. In the further process of crushing rubber and complete removal of impurities, the remnants of fine wire are converted into metal shavings. Metal cord is a commercial by-product, and is a form of scrap metal as per categories "steel ropes and wires (13A) and "steel shavings" (16A).

2. Textile cord

Apart from metal cord, there are also polymer and textile yarns that have impact attenuating and high-strength properties. During tyre recycling, the textile part of the cord is separated from crumb rubber and forms an independent secondary product in the process. Textile cord is used as a basic material for the manufacture of heat and sound insulating plates, for sealing oil wells (tamponage) when drilling, as a reinforcing filler in the manufacture of composite elastomers, can be used as a filler in the manufacture of roofing slates, waterproofing pastes. It is also possible to use textile cord as a filler for a variety of sports equipment.


Project Strategy

Just as there are numerous applications for recycled rubber mentioned above, the market today is not limited by them and is set for further expansion, both in terms of volume and uses. It should be said that in its essence crumb rubber is a universal raw material, as it is made from automobile tyres, which is hydrocarbon-based, and the field of application of hydrocarbons in the modern world has great potential. An important role is played by the fact that the crumb rubber is a product of recycling, thereby saving irreplaceable natural resources. Possible strategies for market development can be divided into two main parts: I. Increasing the sales volume due to existing areas of application; II. New segment development thanks to advances in materials research, conducted by domestic and foreign scientists. One of the most promising large-scale applications of crumb rubber in our country can be road construction.

At the moment, there is a certain demand for the use of crumb rubber as an additive for the modification of petroleum bitumen in asphalt mixes, in order to improve the friction properties of the road surface. The necessary documentation was developed as early as February 1, 1989, and approved by the Ministry of Avtodor of the RSFSR, under the name "Technical Instructions for the Construction of Road Surfaces with a Rough Surface No. VSN 38-90. "Transport" 1990" and includes two appendices "Guidelines for the construction of asphalt concrete surfaces with the use of crushed rubber" (Appendix No. 1) and (Appendix No. 2). The use of crumb rubber in the construction of road surfaces not only improves their frictional properties, but also greatly increases the service life of such road surfaces. This makes it possible to allocate budget funds more efficiently for this type of work. In our country several experimental road sections have been built in the Novoanninsky district of the Volgograd region, in the Moscow region and on the territory of the Sochi district of the Krasnodar region. At the legislative level, the use of crumb rubber in road paving is not mandatory at the moment (unlike other countries, for example, in the United States after the adoption of the law on the disposal of automobile tyres, road companies are obliged to use rubber waste in road construction and only under this condition receive government order. The service life of such roads as a result of proper legislation is extended to 15 years), this is due to the lack of enterprises producing this type of product (Should such a bill be passed in the near future, this will result in sharp increase in prices for granulate, due to its low supply, and the additional burden on the budget of the Russian Federation). The launch of our enterprise will significantly increase the volume of the market and, in our opinion, will contribute to the adoption of this bill. Another important indicator for the use of crumb rubber is the implementation of Sport for Social Development state programmes. With regards to that, our product is in demand from manufacturing of synthetic surfaces in sporting arenas, volleyball and basketball courts, football pitches with artificial turf, to the equipment of school gymnesiums, etc.

It is worth noting that there are numerous promising areas for the development of the crumb rubber market, such as: a) using it as a raw material for the manufacture of railway sleepers, which contributes to an increase in the life of the sleepers, reducing its weight, increasing its ability to withstand higher compression loads with no visible deformation after decompression and, moreover, saves natural resources (wood); b) manufacture of median deviders on federal and regional motorways, etc. From the above, it can be concluded that despite the existing opportunities, the prospects for market development in the use of crumb rubber have a good medium-term and long-term potential. Environmental importance of processing various types of solid household waste, and in recognition of the need for continuous business development, after the launch of the project and upon achieving predictable financial indicators, we plan to introduce recycling of new types of waste: 1. Processing plastic bottles: a) the production of granules for production of preforms (blanks for new plastic bottles); b) chemical products used in the manufacture of clothing, the production of bio-oil and biochar, which are subject to further processing into fuel, relying on the use of ablative pyrolysis.
RAW MATERIALS
The production of crumb rubber will be impossible without raw materials, and of course one of the main factors in setting up a profitable tyre recycling enterprise is the availability of raw materials and access to it. On the production line acquired by us, worn tyres with metal and textile cords, with a maximum diameter of up to 3,600 mm and other waste rubber products serve as raw materials for the production of crumb rubber. In Russia, more than 1 million tons of used automobile tyres is produced annually, with about 34 thousand tons of such waste being generated in the Rostov region. On average, there is a 7% growth a year in the number of vehicles on roads in the country, therefore, the percentage of raw materials increases accordingly. These estimates indicate that we should not experience any problems with supply of raw materials for crumb rubber production in the next ten to 12 years. Acceptance of raw materials for processing is carried out in accordance with GOST 8407-89 "Reused rubber raw materials. Tyres and inner-tubes. Specifications" and on the basis of commercial recycling contracts.

Analysis of suppliers depending on the volume of supplied raw materials:
1. The main suppliers are large and medium-sized enterprises, with their own vehicle fleets, and sorting stations:- shipping companies;- passenger carriers (bus and taxi companies);- manufacturing enterprises using road transport in their activities;- vehicle fleets of various state structures with a large number of vehicles (the Ministry of Internal Affairs motor pool and its subordinate divisions, city and municipal administrations, ministry and department fleets, etc.);- municipal organisations working with MSW.

2. Small businesses that use or service a small fleet of vehicles from at least one of the following categories:- tyre fitting centres;- car repair workshops;- car parking;- garage cooperatives;- driving schools, etc.

Transport network and access links to these suppliers of raw materials have been taken into account during decision making process and the city of Novocherkassk in Rostov region is the most optimal location for the enterprise there is. There is a number of advantages such as a large number of transport enterprises in the region, the availability of large sorting complexes, etc.


Competitors
The competitors in the region include such enterprises as:- LLC "ECO-SPAS Bataysk".- CJSC "Kubangruzservis".- CJSC "Volzhsky Regenerate and tyre Repair Plant".


These organizations collectively process no more than 5% of this type of waste in the region.

It is also worth mentioning large competitors in tyre recycling business from around the Russian Federation, providing services in other regions, such as:- JSC "Chekhov Regenerative Plant".- OJSC "Slantsevsky Plant "Polymer".- JSC "Balakovorezinotekhnika".These companies are growing and constantly increasing their capacity. Also during their business activity, they showed a high economic efficiency in this type of production.
COMPANY'S GROWTH PROSPECTS
Environmental importance of processing various types of solid household waste, and in recognition of the need for continuous business development, after the launch of the project and upon achieving predictable financial indicators, we plan to introduce recycling of new types of waste:

1. Processing plastic bottles: a) the production of granules for production of preforms (blanks for new plastic bottles); b) chemical products used in the manufacture of clothing, furniture, adhesive additive in bitumen, the production of bio-oil and biochar, which are subject to further processing into fuel, relying on the use of ablative pyrolysis,

2. Processing of polyethylene into granules from which plastic bags, disposable dishes, food and household containers, decor elements in interior design, heat and waterproofing materials for construction, etc. are produced.3. Processing of wood waste: a) production of wood briquettes used in the energy industry; b) processing into raw materials for the production of particle board, fiberboard, wood concrete, ethyl alcohol, glucose, fertilisers, etc.

4. Processing of cardboard products into raw materials for the manufacture of new cardboard and packing paper, sanitary paper, insulating building materials, etc.

To maximize the efficient use of all raw materials coming into the enterprise, we will consider the option of building a mini thermal power generation plant (using existing Japanese technologies), to produce heat and electricity by burning non-recycable waste, which in turn will significantly reduce the cost of energy for our own production.
TECHNICAL SIDE
General information about the manufacturer of the equipment

In the process of developing this project, we analysed proposals of various companies manufacturing production lines for creation of rubber powder and crumb, such as: Chekhovsky Regenerative Plant OJSC, Alfa-SEC LLC, Sagama-Rus LLC, EkoStep LLC , LLC Sibprommash. In the end, it was LLC "Sibprommash" that can provide proper equipment at the most suitable price within our timeframe. It is rather important that the equipment of other production line manufacturers is mainly build on the basis of Sibprommash products. Sibprommash LLC is one of the largest companies in Novosibirsk, the largest manufacturer of equipment not only in the Siberian region, but also in the entyre Russian Federation and CIS. When implementing our project, we consider it more than reasonable to order a processing line from a manufacturer that has gained a strong position in the Russian market and has a reputation as a reliable and growing partner who is also ready to provide us with a taylored system of discounts.


Production Process Description

The full cycle of tyre recycling and the production of crumb rubber from it consists of two stages, described below.The first stage of processing: The first block of the production line is designed to prepare tyres for the automatic production of crumb and consists of preparation, grinding into chips and separating a metal cord.

The second stage of processing: The second unit is designed for processing resultant materials to the necessary size fractions and complete removal of impurities. This is achieved through a step-by-step process of crushing chips into a crumb rubber, dividing it into the necessary size fractions from 0.1 to 5 mm and removing textiles and metal from the final product.The final product is crumb rubber, separated into size fractions and free from impurities.

The total amount of raw materials produced in the Rostov region annually, today is 33.73 thousand tons. The average purchase volume of each enterprise is approximately 50 tons per month, taking into account seasonal variations. The purchase price, according to the data provided by these companies, varies from 16 to 20 rubles per kilogram. The needed investment is 285,103,565 rubles.
TOKEN-BASED MODEL
— All tokens receive dividends at 30% of net profit.

— Bonus tokens are subject to redemption. Those are redeemed in the amount of 20% of net profit. The price of the purchase of such tokens increases annually by 20% of the nominal value. Repurchased bonus tokens are transferred to the management team.

— Dividends are not accrued on the transferred tokens. The management may acquire 10% percent of all tokens from the quantity sold and the team's tokens will be frozen for a year.

— If investors do not make an offer for bonus tokens reimbursement in full, the remainder of the amount set for redemption is used to pay dividends.

— Pre-ICO participants receive 30% of bonus tokens

— ICO Bonuses, in case Softcap is not reached, the funds will be returned to investors, and upon reaching Hardcap, ICO stops and tokens that are not sold will be destroyed.
